    ## Personnel Action Memo Assignment Instructions

    ### Overview

The ability to clearly, concisely, and completely provide feedback to problem employees is essential in a leadership role. This assignment will give you the opportunity to compare an officer’s behavior against the departments standard of conduct and compose a written warning as seen in Module 5: Week 5. It will also expose you to using a preformatted memorandum to communicate your content as learned in Module 2: Week 2, another highly important skill.

    ### Instructions

    Consider the
    [situation](https://www.sweetstudy.com/questions/law-criminal-personnel-action-memo-assignment#_Situation) and the
[Standard of Conduct](https://www.sweetstudy.com/questions/law-criminal-personnel-action-memo-assignment#_Standard_of_Conduct) below in accordance with Chapter 9 of the Whisenand textbook. You will then write a memorandum as a written warning, using the document template to guide the content and format. Your submission will:

    · Be 1-2 pages in length,

    · Use the current APA writing style guide and format the document in accordance with the assignment template,

    ·
_Not_ use a Reference list section or in-text citations,

    · State the reason for the memo and include the facts and observations described in the Situation section of the assignment instructions,

    · Articulate why the officer needs to change his behavior, and

    · Outline actions that the officer will do after receiving the memo.

Complete only the bracketed information of the template using current APA writing style. Do not change any font or paragraph settings in the template document. The template is single spaced and does not require additional resource references with in-text citation.

Note: Your assignment will be checked for originality via the Turnitin plagiarism tool.

    ### Situation

You are a Police Sergeant in charge of a patrol section that routinely covers two difficult areas in your city. Officer John Doe is a member of your section. He seemed to be very motivated when he was transferred into your section. However, over the past six months, you have noticed a change in behavior and performance.

It began with small errors on citations. When you would point them out after reviewing, Officer Doe would respond with a shrug and say “It's just a typo, man. You know how long I've been on shift?” The errors continually worsened, as did Officer Doe's responses to the corrections.

Shortly after, Officer Doe would routinely check-in his patrol vehicle without cleaning the interior or exterior and with less than a quarter of a tank of gasoline. He typically moped about and was barely on time for any assignment. He was also more outspoken during roll-call training and constantly complained about department policies.

Three months ago, you assigned Officer Doe to a partner, Officer Thomas Akers. Officer Akers is a solid performer and seemed to help Officer Doe's behavior for a short while. However, Officer Akers would frequently make you aware of Officer Doe using profanity and threating force when removing pan handlers or kids skating in the public park after hours. Officer Akers also mentioned that Officer Doe would accept free coffee and other small snacks from two convenience stores he insisted they frequent. Officer Doe would explain by saying “There is nothing in black and white about taking a cup of joe to keep me sharp on patrol. I'm just living in the gray.”

On five separate occasions you have issued verbal warnings to Officer Doe regarding these issues. Each warning was recorded, identified the behavior needing improvement, and identified the actions required of him. You have now decided to issue a written warning due to the seemingly ineffectiveness of the verbal warnings.

    ### Standard of Conduct

It is the purpose of this policy to provide specificity to the standards of conduct embodied in the law enforcement officer’s code of ethics and this agency’s statement of values and mission, so that officers[footnoteRef:1] have a clear understanding of agency expectations pertaining to conduct and activities while on and off duty. b. Officers shall not use their authority or position:

    i. for financial gain;

    ii. to obtain or grant privileges or favors;

iii. to avoid the consequences of illegal acts for themselves or others; or

iv. to barter, solicit, or accept any goods or services, such as gratuities, gifts, discounts, rewards, loans, or fees, whether for themselves or others.

**Case Study: NASA Collaborative Transformation Assignment**

During and before the Apollo program years at NASA, it was the primary government organization involved in all space technology decisions. Since the Space Shuttle Program, NASA has been reinvented. It transformed from a closed system with a hierarchy that develops its technologies internally to an open and collaborative network that promotes innovation and collaboration with other public and private organizations. NASA has become more interdependent.

Using the Moon to Mars Mission (Artemis-Orion), describe this new collaborative approach at NASA.

    Collaborative Governance Networks Literature:
    A Thematic Analysis

    PADM 804
    Intergovernmental Relations and Intergovernmental Management

Permission granted by Professor Goktug Morcol,
    Penn State University-Harrisburg

Presented at the ASPA Conference 2019

    Questions Professor Morcol Asked
    • What has been the general trend in publications about collaborative governance

    networks?

    • What were the most popular areas in the collaborative governance networks
    applications?

    • What were the leading countries in collaborative governance networks
    applications?

    • Which journals published papers on collaborative networks?

    • Which theories, if any, did the collaborative governance network researchers used?

    • What were the general methodologies and analytical methods used by researchers?

    Data Collection Source and Method
    • We present the preliminary findings of our content analyses of the scholarly

articles on “collaborative governance networks” (CGN).

    • We collected articles from ProQuest.

    • In our searches, we used the following keywords:
    • Collaborative governance
    • Collaborative network
    • Governance network
    • Network governance
    • Collaborative public management
    • Collaborative public administration

Data Collection and Source for Analyses
    • Our searches yielded:

    • 1532 scholarly articles published in English, between 1977 and 2017.
    • We found other sources (books, dissertations, government

publication, newspaper articles, etc.) too, but we excluded them from
    our analyses.

    • Of the 1532 articles, we have read/analyzed 644 so far.
    • Of the 644, we found 619 relevant to be included in our analyses.

    • The remaining 25 articles either did not include sufficient
information or they were misidentified (e.g., they were initially
selected because they included the names of professional networks)

    • We read and coded the titles and abstracts of the papers and the journals they were
    published in.
    • The following analyses are the results of our analyses of these fields in the

    spreadsheet.

General Trend in Publications on CGN

    INSTRUCTIONS

**Case Study: NASA Collaborative Transformation Assignment**

During and before the Apollo program years at NASA, it was the primary government organization involved in all space technology decisions. Since the Space Shuttle Program, NASA has been reinvented. It transformed from a closed system with a hierarchy that develops its technologies internally to an open and collaborative network that promotes innovation and collaboration with other public and private organizations. NASA has become more interdependent.

Using the Moon to Mars Mission (Artemis-Orion), describe this new collaborative approach at NASA.

    · Provide a Biblically based support for your analysis

    · Sources must be derived from Read items assigned for the Module: Week in which the Case Study is assigned, peer-reviewed journal articles, and your independent research.

    Collaborative Governance Networks Literature:
    A Thematic Analysis

    PADM 804
    Intergovernmental Relations and Intergovernmental Management

Permission granted by Professor Goktug Morcol,
    Penn State University-Harrisburg

Presented at the ASPA Conference 2019

    Questions Professor Morcol Asked
    • What has been the general trend in publications about collaborative governance

    networks?

    • What were the most popular areas in the collaborative governance networks
    applications?

    • What were the leading countries in collaborative governance networks
    applications?

    • Which journals published papers on collaborative networks?

    • Which theories, if any, did the collaborative governance network researchers used?

    • What were the general methodologies and analytical methods used by researchers?

    Data Collection Source and Method
    • We present the preliminary findings of our content analyses of the scholarly

articles on “collaborative governance networks” (CGN).

    • We collected articles from ProQuest.

    • In our searches, we used the following keywords:
    • Collaborative governance
    • Collaborative network
    • Governance network
    • Network governance
    • Collaborative public management
    • Collaborative public administration

Data Collection and Source for Analyses
    • Our searches yielded:

    • 1532 scholarly articles published in English, between 1977 and 2017.
    • We found other sources (books, dissertations, government

publication, newspaper articles, etc.) too, but we excluded them from
    our analyses.

    • Of the 1532 articles, we have read/analyzed 644 so far.
    • Of the 644, we found 619 relevant to be included in our analyses.

    • The remaining 25 articles either did not include sufficient
information or they were misidentified (e.g., they were initially
selected because they included the names of professional networks)

    • We read and coded the titles and abstracts of the papers and the journals they were
    published in.
    • The following analyses are the results of our analyses of these fields in the

    spreadsheet.

    Collaborative Governance Networks Literature:
    A Thematic Analysis

    PADM 804
    Intergovernmental Relations and Intergovernmental Management

Permission granted by Professor Goktug Morcol,
    Penn State University-Harrisburg

Presented at the ASPA Conference 2019

    Questions Professor Morcol Asked
    • What has been the general trend in publications about collaborative governance

    networks?

    • What were the most popular areas in the collaborative governance networks
    applications?

    • What were the leading countries in collaborative governance networks
    applications?

    • Which journals published papers on collaborative networks?

    • Which theories, if any, did the collaborative governance network researchers used?

    • What were the general methodologies and analytical methods used by researchers?

    Data Collection Source and Method
    • We present the preliminary findings of our content analyses of the scholarly

articles on “collaborative governance networks” (CGN).

    • We collected articles from ProQuest.

    • In our searches, we used the following keywords:
    • Collaborative governance
    • Collaborative network
    • Governance network
    • Network governance
    • Collaborative public management
    • Collaborative public administration

Data Collection and Source for Analyses
    • Our searches yielded:

    • 1532 scholarly articles published in English, between 1977 and 2017.
    • We found other sources (books, dissertations, government

publication, newspaper articles, etc.) too, but we excluded them from
    our analyses.

    • Of the 1532 articles, we have read/analyzed 644 so far.
    • Of the 644, we found 619 relevant to be included in our analyses.

    • The remaining 25 articles either did not include sufficient
information or they were misidentified (e.g., they were initially
selected because they included the names of professional networks)

    • We read and coded the titles and abstracts of the papers and the journals they were
    published in.
    • The following analyses are the results of our analyses of these fields in the

    spreadsheet.

Sustainable Development in Saudi Arabia’s Esports and Gaming Industry

    Working Definition of Sustainability

To me, sustainability in the context of esports and gaming means creating a digital

entertainment ecosystem that can thrive long-term by balancing economic growth,

cultural relevance, and community well-being. I arrived at this view by examining how

global sustainability principles — such as the UN Sustainable Development Goals (SDGs) —

can be adapted to a rapidly growing digital sector, especially in a country like Saudi

Arabia, where national strategies (like Vision 2030) aim to diversify the economy and

    empower youth.

In esports, sustainability goes beyond environmental considerations. It includes equitable

access to technology and opportunities, long-term talent development, gender inclusion,

infrastructure investment, and ethical digital engagement. These elements form the

foundation for a vibrant, future-proof industry.

    Supporting Ideas with References

Saudi Arabia’s efforts in the esports and gaming space reflect a deep commitment to

sustainable development. The Saudi Esports Federation (SEF), launched in 2017, has been

central in fostering an ecosystem that promotes professional growth, international

collaboration, and youth engagement. One example is the SEF Arena, opened in Riyadh,

the largest gaming venue of its kind globally, providing not only infrastructure but also

community-driven, long-term platforms for talent and innovation (Saudi Arabia Breaking

    News, 2025).

Similarly, the Esports World Cup Foundation (EWCF)’s Club Support Program shows a

model of financial and competitive sustainability. It offers up to $1 million in funding to

top-tier esports clubs to help them expand, compete globally, and engage fans in more

meaningful ways. This initiative reflects how institutional support can ensure industry

resilience and global positioning (Esports World Cup, 2025).

From an economic sustainability standpoint, Savvy Games Group, a Public Investment

Fund subsidiary, has committed over $38 billion in global gaming investments. These

include studio acquisitions, partnerships, and local development, with a strong focus on

creating jobs, intellectual property, and economic diversification (AGBI, 2025). This

approach blends national development goals with global gaming growth, ensuring long-

    term return and industry vitality.

    Contextual Understanding

This discussion is set within the socio-economic and cultural transformation of Saudi

Arabia, where over 60% of the population is under 30. The government’s Vision 2030 is

actively reshaping the economy away from oil dependency and toward tech, tourism, and

entertainment. Esports is a strategic pillar of this change. It aligns with local culture —

where digital gaming is immensely popular — while also introducing global

    competitiveness and professionalism.

    Personal Reflection and Future Actions

Understanding how Saudi Arabia is embedding sustainability in its gaming and esports

development motivates me to be more conscious of my own role. As a student and

potential future professional in this sector, I aim to:

    – Promote digital inclusion by supporting grassroots gaming communities.

    – Advocate for ethical and inclusive content creation.

    – Engage in research or volunteer opportunities within SEF or Savvy to contribute to their

    mission.

Ultimately, I see esports not just as entertainment, but as a tool for sustainable national

development, and I intend to be part of shaping that future responsibly.

    Interim Assignment and Final Assessment

University of Cumbria and Robert Kennedy College

**General Instructions – Please read carefully**

You are required to complete the assessment outlined below and submit your completed final document through the RKC Online Campus by the end of Unit 6. Your grade will be based 100% on this final document, to which you will also receive written feedback.

In addition, by the end of Unit 3 you must upload a paper that will consolidate your learning from the first three units and prepare you for the final assessment (see
_Interim Assignment_, on the final page of this document). This paper will not be graded, but it is an important way of monitoring your progress and preparing you for the final assessment.

Your paper must have a clear structure and include:

    · Cover page (an example is available to you in Induction/Unit 4)

    · Table of contents (Table of tables/figures if necessary)

    · A declaration of authenticity – confirming that you are the sole author of the assessment and that you have acknowledged all of your sources

    · List of References cited in the text – you must use in-text citations to support your information and arguments and any work cited must appear in the References list at the end of the work. You are required to use the Harvard system for this.

You should read the criteria for assessment section below carefully to ensure that within your assessment you have addressed all of the issues for which marks are available.

Your word count, excluding cover page, abstract, table of contents and reference list
**no more than 3000 words in total.** UoC have strict regulations regarding word limits – the penalties for exceeding them are set out in section 3
    [HERE](https://www.cumbria.ac.uk/media/university-of-cumbria-website/content-assets/public/aqs/documents/academicregulations/Appendix-3c.pdf)

You must submit your work by 11.59 CET (Zurich) time on the last day of the module. UoC have strict regulations for submission of work, and the penalties for late submission are set out in section 2 of the link above.

**Submissions for the final assessment should be machine readable and in MS-Word readable formats only please don’t use pdf or other formats. submit only one file, and include any Excel analysis as images, not embedded files**

Please ask any questions about the interim assignment and final assessment in the Forum.

    **Final Assessment**

The assessment in the module is by a portfolio, in which you submit various elements of your work through the course of the module, to help you provide a complete picture of your development and achievement.

    Your portfolio should include:

    · An analysis of the nature of sustainability and its importance to global economy, social wellbeing, and the environment of the planet.

    (about 750 words)

    · A review and evaluation of the role of stakeholders who influence the actions of businesses – you may choose more than one context to illustrate particular points

    (about 500 words)

    · A discussion and analysis of the role of ethics and morals in modern business practice – you may choose specific contexts to illustrate particular points

    (about 500 words)

    · USING CASE STUDIES OF YOUR CHOICE, an analysis and comparison of the issues faced and the actions taken by AT LEAST TWO businesses or organisations

    (about 1250 words)

Apply as many of the concepts covered in this module as you can.

The number of words suggested are for guidance only – the important issue is that you do not exceed the overall word limit – but you should bear in mind that you need to address ALL of the criteria listed below within this word limit, and that those criteria DO NOT perfectly match the tasks for your assignment. Failure to address criteria will mean no marks can be awarded for that element of the assessment.
