Internal selection is the process of choosing current employees to fill open positions within the organization (Heneman et al., 2021, p. 262). This is important because internal candidates already understand the organization’s culture, expectations, and daily operations. This is what happened to me. As a result, I adapt to new roles more quickly and require less training. Internal recruitment also helps employees feel valued, as it shows the organization supports their growth. Maurer (2023) explains that when employees see real opportunities for advancement, they are more engaged, which boosts morale and strengthens retention.

External selection is the process of evaluating and hiring applicants from outside the organization (Heneman et al., 2021, p. 205). It brings in new skills, fresh ideas, and different perspectives. External recruitment attracts applicants with the specific KSAOs needed for the job (Heneman et al., 2021, p. 206). For example, a medical organization may need to hire an external cybersecurity or IT specialist if no internal staff member has the required technical expertise.

Maurer’s (2023) article supports the idea that internal and external selection should work together. Relying only on external hiring can discourage current employees, while investing in internal mobility helps build a strong talent pipeline. Both methods are essential: internal selection supports continuity and development, and external selection brings innovation and new capabilities. Effective HR staffing strategies balance both approaches to support organizational goals.

External and internal selection are both essential for building and sustaining an effective workforce. External selection is important because it allows organizations to reach a broader labor market and identify candidates who bring new skills, diverse experiences, and fresh perspectives. This helps organizations adapt to changes in their environment and remain competitive. By introducing new talent, organizations can strengthen innovation and avoid becoming limited by their existing knowledge and capabilities. External selection also helps ensure that organizations can fill gaps in expertise that may not currently exist within the workforce. (Heneman et al., 2021)

Internal selection is equally important because it supports employee development and strengthens organizational stability. Providing opportunities for current employees to advance encourages motivation, commitment, and job satisfaction. It also shows that the organization values its employees and is willing to invest in their growth. Internal selection allows decision-makers to rely on existing information about employee performance, skills, and potential, which can make the process more efficient and reduce uncertainty. In addition, promoting from within helps maintain continuity in operations since employees are already familiar with the organization’s culture, systems, and expectations. (Heneman et al., 2021)

Together, external and internal selection contribute to a balanced and effective staffing strategy. External selection brings in new ideas and capabilities, while internal selection builds on existing strengths and supports long-term employee development. Using both approaches allows organizations to place the right individuals in the right roles while remaining flexible in a changing environment. This combined approach not only improves organizational performance but also creates a positive workplace where employees feel valued and supported, leading to long-term success.

A key to tackling the talent war in the health sector is strategic planning for succession. At any given time, a senior member of your team could resign or suffer an unexpected health emergency. The only way to move forward without major organizational disruption is through continually developing and mentoring high-potential employees. In this assessment, you will gain experience benchmarking succession planning strategies based on current trends.

    #### **Assessment Preparation**

Assume your highest performing tenured manager of a 20-person department unexpectedly submitted her 2 weeks’ notice. Your next most tenured employee in the department has only 2 years of experience and is not ready to assume the position at this time. Additionally, there is a major health care organization(Piedmont Healthcare) in your area that seems to have the first pick when recruiting the talent you really need. The executive team for your organization (Wellstar Health System) has asked you to address this situation.

**Read**“ [What is the 9 Box Grid? Tips For Using It Alongside the Performance-Values Matrix](https://workdove.com/9-box-grid-performance-values-matrix/)” from WorkDove.

    #### **Assessment Deliverable**

**Develop** a 1,050- to 1,400-word strategic succession plan that addresses the following:

    – Describe the importance of identifying strategies to mitigate the impact of your employee’s rapid departure.
    – Propose a recruitment plan to fill the managerial position.
    – Create a preboarding checklist and onboarding plan covering an employee’s first 30, 90, and 180 days with performance metrics.
    – Propose a succession plan policy or mentorship plan that could be implemented to ensure continuous organizational support.
    – Align the proposed plan to benchmarks and current trends in the health care industry.

**Insert** your checklist and any other visuals or tables within your plan.

**Cite** at least 3 reputable references to support your assessment (e.g., trade or industry publications, government or agency websites, scholarly works, or other sources of similar quality).

**Format** your assessment according to APA guidelines.

    Dear Best Class Ever,

The book says that effective hiring policies are important to "Select qualified employees in a fair, consistant, and legally defensible manner" (Judge and Kammeyer-Mueller, 2024). Another way to frame it is having a standardized process  to find and hire great personnel without finding yourself in a lawsuit.

I am a governemnt employee and we pretty much standardize everything. There is actually an instruction on how to write instructions. The Office of Personnel Management lays out every step in the hiring process clearly so we know exactly how to mess it up. Truth be told, we are not that bad. All jobs will be posted on USAJOBs website for external recruitment. All jobs will be posted for a minimum of seven days. A selection board will interview all final candidates that qualify for the position.

It is important to emphasise the "effective" portion of the hiring process so you don't find your self posting a job for a good HR lawyer. Protected classes, what information can you ask about, and what information is a discussion no no. Just having the mindset of finding the best person is not enough. Setting and training to effective policies can add the "consistantancy" needed while ensuring the selection does not open themselves or the company up to trouble.

It seems like half of our class was about asking or saying the wrong thing and experiencing the negative repercussions. Bottom line, every company should formally lay out the process and train all selection board members prior to asking the first question. Then you can find the right employees and make sure you don't accidentally over task your HR department.

    Thanks for Reading,

Effective hiring policies are important to organizations because they allow them to hire qualified employees in a fair, legal, and consistent manner. Hiring policies typically refer to the procedures and rules that an organization uses to guide its recruitment and selection process. This can include how the organization finds applicants for open positions and how it determines who to hire (Heneman et al., 2022). Effective hiring policies enable organizations to make consistent hiring decisions, reduce legal risks, improve employee quality, and support long-term business goals. Without effective hiring policies in place, organizations may face problems such as bad hiring decisions, high turnover, discrimination lawsuits, and low employee morale.

There are several reasons why effective hiring policies matter to organizations. One reason is that they promote fairness and equal employment opportunity. Hiring policies establish a set process for evaluating applicants based on their skills, experience, and qualifications rather than on subjective factors. Heneman et al. (2022) assert that organizations should ensure that their selection methods are reliable and valid. Establishing effective hiring policies ensures your hiring decisions are job-related and legally defensible.

Another way that effective hiring policies matter to organizations is by reducing their liability. When companies have standardized hiring procedures, they are less likely to violate employment laws and regulations. For example, having a formal selection process can help companies avoid discrimination during hiring. This allows your organization to build a diverse workforce by fairly considering all applicants.

Effective hiring policies also allow an organization to improve the quality of its employees. Hiring the right employee is critical to any organization’s success. Employees affect everything from productivity to customer satisfaction to company culture and overall performance. When organizations use effective hiring policies and procedures, they are more likely to find qualified employees who can excel in their position. Many modern hiring policies include conducting interviews, reference checks, various assessments, and a job analysis. A job analysis enables hiring managers to determine the knowledge, skills, abilities, and other characteristics (KSAOs) required for a person to perform successfully in a job (Heneman et al., 2022). Standardizing your selection process improves your ability to choose applicants who will perform well on the job and reduces your chances of making a bad hire.

Effective hiring policies can also help organizations reduce turnover. Turnover is when employees either quit or are fired from an organization and need to be replaced. Bad hires tend to lead to employee dissatisfaction, poor performance, and higher turnover and terminations. When your organization has effective hiring policies, you can place the right candidates in positions that fit their qualifications and career goals. Employees who are hired into the right job are more likely to stay with your organization and successfully perform their job duties for longer. Consistently retaining employees saves money by reducing recruitment, hiring, and training costs.

Effective hiring policies can help an organization improve consistency and professionalism. Standardized procedures provide a framework for managers to follow when hiring new employees. Having uniform procedures improves communication between managers and employees and reduces misunderstandings. Another benefit of consistent hiring procedures is that they help your organization appear more professional to current and prospective employees. Employees will have more trust in your leadership if they know you hire everyone fairly. Organizations with strong reputations are often more desirable, attracting high-quality applicants.

However, there are some things to consider when creating effective hiring policies. One thing to keep in mind is that your policies should always be up to date. As technology advances and the labor market evolves, you must adapt your hiring policies as needed. For instance, applying to jobs is now commonly done online, and many organizations use AI to evaluate candidates and conduct virtual interviews. Hiring managers should ensure these technologies do not discriminate against applicants who lack access to them or knowledge of the topics they cover.

In conclusion, effective hiring policies matter because they enable your organization to consistently hire qualified employees. They help organizations improve employee quality, reduce turnover, and become more diverse and inclusive. Companies that take the time to develop hiring policies will thrive in today’s workforce.
